Not the same as William Cecil, of Prince George’s County “He and his family are often mistakenly confused with William Cecil of St. Mary's County, MD. He did not marry Ms. Joyner.” This profile “is” the husband of Mary Katherine Joyner.

By his marriage to Catherine Joyner he came into possession of 100 acres of "Scotland".[1]

Mentioned in his father John's will along with brothers John, Thomas, Richard, Robert, Edward, and James. William received 50 acre of White Acre.

Children: In his 1742 will, William names the following children and grandchildren:

sons Arthur, Luke, John, Matthew, and William (see research notes); John and William, mentioned as fathers of William's grandsons, were apparently deceased by 1742 daughters Margaret Thompson, Ann Edwards, and Clare Barton (see research notes) grandsons William Cissell (son of John) and William Cissell (son of William) granddaughter Elinor (daughter of Arthur)

Second wife: It has been hard to find evidence that William married Elizabeth Bullock Alvey as his second wife. One clue is that in 1701, "William Cecill" is listed as the administrator of Arthur Alvey's estate in an estate inventory document. In the Name of God Amen, June the Twenty-Second day, Seventeen hundred and forty two. I William Cissell Senr. of St Mary's County in the province of Maryland planter being sick and weak of body but of perfect mind and memory thanks be given unto God therefore Calling unto mind the mortality of my body, and knowing that it is appointed for all men once to die do make and ordain this my last will and testament that is to Say principally and first of all I give and recommend my soul into the Hand of God that give it and my body I recommend to the Earth to be buried in Christian decent burial at the Discretion of my Executors nothing doubting but at the general resurrection I shall revive again by the mighty power of God and as touching such worldly Estate wherewith it hath pleased [end of first page]

God to bless me in this life I give devise and dispose of in the following manner and forms Imprimis I give and bequeath unto my Granddaughter Elinor Cissell daughter of my Son Arthur Cissell a moiety or Small parcel of land lying between fresh runs that is between the Said Arthurs Plantation and the plantation whereon John Harden now liveth my Son Arthur Cissell receiving and taking the full profits of this Moiety or parcel of land to his own use, and Behoof, for ten years Ensuing the date hereof to him and his heirs forever. Item. I give and bequeath to my loving son Arthur Cissell all my right and Title of The plantation he now lives on, it being part of a hundred acres called Scotland as also the land on the other side of the runs Next to Mr. Woodward to him & his heirs forever, Item I give and bequeath to my loving Son, Luke Cissell the Other part the Said Land of Scotland fifty acres whereon he now liveth beginning at a Ceder post at the head of Matthew's Branch and So according to the Causes of patent, it being obtained by a Judgment in Chancery by Daniel Dulay and Philip Key, to him and his heirs forever. Item, my Will is that if my Grand Son, William Cissell (Son of John Cissell or his mother Elizabeth Neale, Shall make and Disturbance or molestation about that Land Called Scotland by Commencing any lawsuits or Selling of rights or Thirds that then by force and Virtue of this my will I give my Son Arthur Cissell full power to take possession of all the Land the said William Cissell and his mother possesseth by my Will to the Said Arthur and his heirs forever.' Item. I give and bequeath to my Loving daughter Margaret Thompson the plantation She now lives on, all my wright and Title According to my Devisions as also a moiety or parcell of Land lying on the North Side of Poplar Creek my right and title of it according to my devision to her and her heirs forever. Item I give and bequeath unto my grandson, William Cissell, Son of John, the plantation he now lives on according to my devision made by me between him and John Thompson, as also a small parcell of land that Charles Neale held Over the Creek from a Spring Cove, to Charles Paynes land to him and his heirs forever Item I give the Said William Cissell (Son of John, one Shilling Sterling as his part Item I give and bequeath to my loving daughter Ann Edwards the plantation She now lives on, according to my devision to her and her heirs forever. There are references in William's will that are difficult to interpret:

William Cissell son of William Cissell and Clare his wife - Are these two Williams son and grandson? Which one is Clare the wife of; i.e. is it "William Cissell, son of William & Clare" or is it "William Cissell (son of William) and his wife Clare"? my daughter Clare Barton - Is she an actual daughter? Or could she be a daughter-in-law, the same Clare who was married to William, by 1742 widowed and remarried to a man named Barton? (to be continued) Sources
