Member of the Massachusetts legislature, circa 1696.

According to Gerald Warren's book, BOSTON 1689-1776 (pages 51-54):

After 1692 he had been deeply involved in Phips's fraudulent use of the Vice-Admiralty Court for personal gain. Whenever the Customs Office had seized a vessel for violation of England's Navigation Acts, Phips as Judge of the Vice-Admiralty Court would dutifully condemn the ship and its cargo. But instead of auctioning the ship and cargo publicly, Phips privately sold the condemned property for a pittance to Oliver. Oliver would then sell the vessel and cargo as a private individual and give eleven-sixteenths of the proceeds to Phips. thus cheating the Crown.
