Napoléon III, also known as Louis-Napoléon Bonaparte (full name Charles Louis Napoléon Bonaparte) (20 April 1808 – 9 January 1873) was the first President of the French Republic and the only emperor of the Second French Empire. He holds the unusual distinction of being both the first titular president and the last monarch of France.

Napoleon III eli Charles Louis Napoléon Bonaparte (20. huhtikuuta 1808 – 9. tammikuuta 1873) oli Ranskan presidentti ja keisari. Hän oli Napoleon Bonaparten veljenpoika.Ludvig Napoleon joutui pakenemaan Ranskasta lapsena heinäkuussa 1815, Napoleonin kukistumisen jälkeen. Hän eli nuoruudessaan Sveitsissä, Saksassa ja Italiassa ja vietti varakasta elämää. Hän päätti jo nuorena tulla Ranskan hallitsijaksi ja olla setänsä veroinen.
Napoleon palasi helmikuun 1848 vallankumouksen jälkeen Ranskaan. Louis Napoléon valittiin kansalliskokoukseen syyskuussa 1848. Napoleon III fornyer Paris

Napoleon hadde store planer for Frankrike og spesielt for hovedstaden Paris. Keiserens visjon var at Paris skulle være Europas midtpunkt og ledende kulturby.

Napoleon hentet inn Eugène Haussmann for å lage et nytt Paris og gjøre den til verdens vakreste by. Haussmann fikk frie hender, og brukte sin makt til å anlegge et storslagent nettverk av brede avenyer tvers igjennom gammel bebyggelse. Det medførte at det meste som var igjen fra middelalderens Paris ble jevnet med jorden. Det gamle Paris med sine små smug og gamle rønner forsvant, og frem vokste det Paris som vi kjenner i dag med sine brede avenyer og bulevarder, store parker og praktbygg.

Det ble gitt strenge regler for byggehøyde og arkitektonisk utforming på nye leiegårder og boliger. Flere praktfulle monumentalbygg ble reist, som operaen, nå kalt Opéra Garnier etter sin arkitekt. Mange akser ble anlagt i den hensikt å fremheve både gamle og nye monumentalbygg.

Byggearbeidene ble svært kostbare; Napoleon III bevilget et beløp på 250 millioner franc i 1865, og nye 260 mill. i 1869. I alt berørte Baron Haussmanns plan 60 % av datidens Paris.

Onde tunger visket at keiseren med sin byfornyelse hadde en skjult agenda. De brede gatene fungerte dårlig til barrikadebygging, så det ville være lett for hæren å slå ned eventuelle fremtidige opprør. Bulevardene ville også lett kunne kontrolleres med artilleri.
