Served in Revolutionary War. "On one occasion he is recorded as collecting cattle for Public Service Claims for the Shenandoah County Militia. Another record shows where he was paid 13 Shillings and 6 Pence for driving beeves for the United States Public Service on November 27, 1783. Also, the same document showed that Elisha Runyan was paid for driving beeves for the Militia. (Public Service Claims Booklet, Shenandoah County, Virginia. Book 5 Reel 6, p. 159)
In the first Census of the United States, 1785, of Shenandoah County, Virginia, Barefoot Runyan is listed under Captain Abraham Bird, as Head of Family, with four white souls, one dwelling, and two other buildings. Abraham Bird was a tax collector. (Heads of Families, First Census of the U.S. taken in 1785 for 1790. ([Baltimore: Genealogical Publishing Company, 1908: reprint ed., 1966])
Sometime shortly after the 1785 US Census of Virginia, Barefoot Runyan with his family migrated south into Jefferson County, Tennessee. This county later became Sevier County in 1794> The first noted documentationof Barefoot Runyan's being in this area is where he signed as witness to a Will, for Marshall Lovelady, on April 10, 1792, in Jefferson County, Tennessee. Issac Barefoot Runyan was granted land in the area of Little Pigeon River, Tennessee. 27 July 1808.
Moved to Tennessee in 1785.
