Meyer Cherney (Chernokovsky) - Are Sam Chernoff and Meyer Cherney brothers?

Sam was married in 1909 and Meyer was married in 1906. From these certificates, it seems apparent that they are brothers:
1. Very similiar last names
2. They lived a few doors down from one another
3. Mayer signed Sam's marriage certificate as a witness
4. Both certificates list father as Abraham and mother as Nechema
Questions:
1. Why they didn't they "anglicize" the same last name. I have searched nothing on Ancestry.com, so that could clear everything up. I have not found either of their immigration records which probably are on Ancestry, but from census records, they immigrated on different years.
2. Where there any other siblings?
3. Was Meyer's last name actually Cherney? It is listed very differently on numberous records.

Barry Deutsch has confirmed that Meyer (grandson of Meyer) and Samuel were brothers. Apparently they may have immigrated with each other and a cousin (Harry Chikofsky). There were at least 2 other siblings (Rose Bluestone and Braina Becker). Vicki Granek (wife of grandson of Samuel) sent me a photo that had Meyer Chernokovsky written below it which helps confirm they are siblings. Acoording to Barry, Meyer changed last name to Cherney on May 17, 1924 to help son, Herbert get into Columbia University.

Sam's marriage certificate to Bertha Rudikoff lists mother as Nechama Chernogo and Meyer's marriage certificate lists mother as Nechama Rudikoff. This is confusing as Sam married Bertha Rudikoff. This was cleared up when Vicki Granek confirmed that Sam and Bertha were first cousins.
