I guess they got Robert's wife Kelsey/Kelso confused for Cooper?
At Wikitree, https://www.wikitree.com/wiki/Gill-402 ,
there is a comment posted by a direct descendant of Hugh which says:
I am a direct descendent of Hugh Cooper and do not believe the note below pertains to the Hugh Cooper I am related to. Hugh came to the U.S. with Mary Kelsey Cooper, his wife, in the 1700s, long after the date of the noted land transfer. While one particular genealogist wrote a book on Hugh Cooper, and maintained that an "Ellen of Scotland" was the wife of Hugh Cooper, there is no documentary proof of this. This, however, has caused great confusion and consternation of Hugh's descendants and genealogists for years. I believe the confusion lies in the fact that Mary Kelsey's sister married a Gill and her name was Elinor (Ellen) Gill. Mary and Elinor Gill lived together with Mary and Hugh's children following their divorce.
https://www.wikitree.com/wiki/Cooper-467:
Biography
Hugh Cooper, a weaver by occupation, came to America with his wife and five children from Northern Ireland, about 1760. Settling in Baskin Ridge, Sommerset County, New Jersey.
Hugh, the earliest ancestor of whom we have any knowledge, was a weaver from county Armagh, Ulster, Northern Ireland. Armagh is a small county of some three hundred and seventy square miles, lying about thirty miles southwest of Belfast. The county is known for its fine linen weaving, its principal occupation, and as a renowed seat of literature and theology. Some say it was founded by St. Patrick, others doubt it.
No passenger lists of ships to America have been found with the name of Hugh Cooper, so we do not know the exact date he arrived in America. It is the opinion of the compiler that he came about 1757. A grandson wrote that "he came with most of his near relations", but unfortunately he did not name them except Hugh Cooper's brother-in-law, Robert Gill.
Family tradition is that the Cooper family knew William Penn, and that he had invited them to join him in America. Hugh Cooper may have had Quaker learning for although he belonged to the Presbyterian Church in South Carolina, neither he nor his children owned slaves even though their assets were ample to have affored them.
The Cooper Bible records show that Hugh Cooper, Weaver, was born in Ireland in 1720 and married in 1745. We do know that the Cooper, Gill and Pagan families were closely associated and intermarried.
Hugh Cooper was approximately thirty-five to forty years old when he brought his family to America. He had five children, three boys and two girls.
Hugh Cooper first settled in New Jersey as did this brother-in-law, Robert Gill. This is verified by Bible records and letters although we were unable to prove it through search of the New Jersey records. There were other Coopers and Gills; among these were brother-in-law Robert Gill, Col. John Mills (1757-1795) and brother inlaw Samuel Kelsey.. How long Hugh Cooper remained in New Jersey is unknown, but believe he moved after his and mary's divorce. He had 5 children with Mary Kelsey: Robert, Elizabeth, Janie, John and James.
