This is the project I've been dreading. :)
My personal rule of thumb for adding people to "Notable X Americans" projects is that I load the "Ancestor Report" and see if they have an immigrant ancestor from that country within Geni's Family Group range (so fourth-great-grandparents).
For a literal majority of Americans, finding an English ancestor is easy -- but most are very far back, and virtually nobody identifies as "English American" except for people with recent ancestry, like closer than fourth-great-grandparents. It's just not a common self-identifier here at all, as the Census shows.
So, I think we'll need to work out who, exactly, should be added, and maybe even who should not be. Otherwise, you're going to get a ton of users adding everybody who ever had a Mayflower or Great Migration ancestor, and then the project will be meaningless.
