The Frankish empire ended with Louis I "le Pieux" ca. 840. Gone by now is Austrasia, which ended in the 700s.
The Holy Roman Empire filled the governance void.

Historically, the place probably should read: Paris, Île-de-France, Saint Empire romain. Some MPs are out of control—including every present-day area designations in parentheses. So, I'd prefer either Saint Empire romain Or France — not both.
