Is it possible for this Finnish ancestor to also have his surname changed?

I am finding a Declaration of Intention for citizenship but is has a different surname: Hyytila vs Oksala. I have tried to look and see if these name are part of the early 1900's name change but can not find anything.

I did find on Ancestry two different trees but the parents names are not a match to what I have and a search here on Geni is not bringing up names either.

Hugo Edward Kallenpoika Oksala

Parents: Kalle Oksniemi Oksala (1867-1922) and Edla Cecilia Keskinen (1864-1947)

Ancestry trees: Hugo Edvard Kallenpoika Hyytilä showing parents Kalle Juhonpoika Hyytilä (1867-?) and Edla Cecilia Erkintytär Keskinen (1864-1949).
