It's clearly a heraldic Norwegian lion on Notkes statue. What is shown there is the two kingdoms under one king.
The imperial councils of all three countries met in January 1459 in Skara . There King Christian I was promised by the Norwegian and Danish Imperial Councils that his son John I would succeed the throne. This decision was confirmed by the Swedish Imperial Council at a meeting in Uppsala. This was confirmed again at a formal ceremony in Stockholm.

In Norway, Christian was first seen as a king. But there was strong political support for Karl Knutsson. As I understand the bishop who crowned Karl Knutsson was a strong supporter of Karl.
We can see that in both Sweden and Norway there was opposition against the danish influence. But both countries were divided politically.
