Per Dr. Jill Biden, First Lady of the United States, his surname was originally Giacoppa, and he was an Italian immigrant: https://bidenforum.org/my-familys-love-story-3a470136c7b7

Found the birth record -- she was off by a generation. But it does turn out that Domenic Jacobs was born Domenico Giacoppa. :)
