I do have question is the R-Z346 a subclass grouping to this as second cousin tested and it was this result on 23andme.

I-something and R-something are two different haplogroups.
No, R is not under I.
So, the two men do not have a common paternal ancestor, at least, not in the last 40.000 years or so.
