Hempfield Township is in Westmoreland County and it was created before the birth of Peter Rugh & Maria Margaretta Keister's children and after their marriage in 1772..
Westmoreland County was formed 26 Feb 1773, courthouse was Hanna's house (later known as Hannastown) and privately owned. Indians burned most of Hannastown to the ground with the notable exception of Hannas house in 1782. It continued to function as the courthouse until Dec 1786 when Greensburg was selected county seat with a temporary structure chosen in 1786.
Sewickley, Allegheny County is several counties away (schoolmaster records listed for some progeny as location of birth/christenings). Mercer County is even farther away to the north.
