I believe this is due to yDNA markers mutating at different rates. Some markers can mutate within a couple generations and others are stable for dozens of generations. Since no one can safely assume a mutation hasn't happened, it's better to try not to falsely label results to a profile that was never tested.

As for mutation rates, that is true, but why make 'ten' the cut-off? Why not five? Why not twenty? You see my point? Instead I would say let the marker run as far as it wants and put a disclaimer in the ydna details stating what you just said about varying mutation rates and that the ydna label 'may' be false.
