Jesse Harrell married Rachel Kittrell in Bertie Co., NC. Rachel Kittrell was a daughter of Jethro Kittrell and his wife, Priscilla Harrell (md. 2nd, John Vinson). Priscilla was a daughter of Jesse Harrell, I, and his wife, Fereby. Jesse Harrell, I, was a son of John Harrell and his wife, Grace Hardy.

Jesse Harrell and his wife, Rachel Kittrell, moved to Washington County, Georgia about 1798 or 1800. Jesse and his family moved to Stewart County, Georgia before the 1840 census was taken. Jesse Harrell's wife died in Stewart Co., GA between 1840 and 1845 and Jesse died in Stewart County on July 22, 1848. The children of Jesse Harrell and his wife, Rachel Kittrell, included Solomon J.
