Natalie Seidelbach→Selgvee - Is this correct?

Could you please let me know if this is related to Leopold Seidelbach/Selgvee and Natalie Seidelbach/Selgvee.

Is this article in a Canadian Latvian newspaper? In 1956 my grandfather, Leopold,was already deceased. He died somewhere in Russia. My grandmother, Natalie, had would by this time have emigrated to the USA from Germany.

I would be grateful if you could let me know what this entry in the Canadian newspaper relates to.

Daina Gibson - This newspaper is in Estonian, published / issued in Canada.
In this paper are mentioned Leopold (Leo) and Natalia Seidelbach - as their letters/postcards are still waiting (forgotten) in Estonian Committee (some Estonian oragnization in Canada duing these years).

There was one surname change in Tartu 1940: Seidelbach -> Selgvee

From RTL (Riigi Teataja Lisa) Nr 9 1940 29.01.1940 page 316,
Tartu linn (city) 15.12.1939 - record nr 29:
Leopold-Eduard Seidelbach -> Leopold-Eduard Selgvee
wife Nataalie Seidelbach -> Nataalie Selgvee
foster-daughter Sinaiida Seidelbach -> Sinaiida Selgvee

So principially since 15.12.1939 they should use sernama Selgvee and since 29.01.1940 they shall not use surname Seidelbach any more.

Answer is Yes - the notice in Canadian newspaper was about them:
Leopold* Eduard Selgvee and
Natalie Selgvee
So somebody was thinking that they are in Canada and using their old surname.

NB! Their foster daughter changed names (also separately) many times.

Accordin to some sources Leopold died 1948 in Tartu Prison Camp - never left Estonia (to Canada) after 1940:
