I have 2 questions. My grandfather, Samuel Schackman, stated on his World War I draft registration that he "was naturalized by act of Congress." What does this mean?
Also, I have been unable to find the manifest from when he and his parents arrived from Zhitomer, Ukraine. As far as I know, they arrived in 1892, but I know no more. Any suggestions? I would also like to find out which relatives, if any, came here with them.
