Frank Stephen Bay was born 12-26-1896. Died in fall of 1980 while enroute to elk hunting camp. Well known as a commercial salmon fisherman in Astoria and Naknek, Alaska. He is mentioned, along with his brother, Jack, in the book "Wildfowl Decoys of the Pacific Coast". Both, particularly Frank were popular carvers of hunting decoys from approx. 1920 to WWII.
