Jack was a dairy farmer and well known duck hunter and decoy carver. His decoys are very difficult to find and are now highly valued. He and his brother Frank Bay are mentioned in the book, "Wildfowl Decoys of the Pacific Coast". While Frank was the more prolific carver, Jack is also known for his double end, flat bottomed duckboats that were popular for use in the area.
The marraige to "Anna Bay" is considered by one local author to be more of a business, rather than romantic, union. Anna Bay was a well known madam in the Astoria area managing several houses for "ladies of the night". It is said when there were problems with customers the girls would go to Jacks farm for respite until they got better, things calmed down or they moved on. After Jacks death, Anna Bay is lost to history. It was presumed she moved to Seattle area.
