I am wondering if it's possible that Herman Winter was actually German? He seems to have been born and died in Dorset, England, but his son was born in West Virginia. I would expect that Herman would have lived and died in West Virginia if his son was born there. Of course, he could have returned to England. Still, I think since he married a German woman, he might be German... also Winter can be a German name.
