I have found in sefer "Pinkas Slonim" ג page 56 a memo dated January 22 1885, that r' Yosef Rosen (Reisen) died on 25 tevet 5645 (January 12 1885) at age of 66. that means he was born in year 5579 (1819).

Probably 1818.

You are right most probably 1818, and so very possible Hebrew year will be 5518.
