How to mark "Deceased" in a family record that no one seems to access or be able to manage.

My brother Anthony (Tony) Francis passed away on March 17, 2016. Neither I nor the person who added the record seem to be able to edit into his record to mark his passing. His immediate family don't seem to be interested, aware, or have access. It is possible that my late brother was the sole administrator/ manager for the record. As a result Birthday Reminders still go out.

Please can someone mark the record as noted, or let me know EXACTLY how I go about doing this.
