What if the ancestor can't be identified on a ship, e.g. they were crew such as merchant seaman?

Is other proof suitable such as a letter from the sub-inspector of police to the colonial secretary requesting my ancestor join the armed militia which is held in Archives New Zealand?

you dont require proof to add them to the project if you know what ship they came on just add them to it
