Sadly, there is no conclusive proof regarding the parentage of Matthew Howard - the present connection is entirely speculative and unverified.
The factoid that the Howard families in America used the same arms as the ducal Howards is not proof of descent - neither the College of Arms nor the Lyon Court has ever had any jurisdiction in North America. It wasn't long before the colonists figured this out and began assuming arms whether they had a right to them or not.
Jesse James obviously knew where he came from. He is a 7th great-grandson of Matthew Howard. Before Jesse was killed, he was going by an alias; Thomas Howard. Just another in an ever-increasing pile of "coincidences". Here is more food for thought: a photo of my great-aunt Reba Howard resembles a portrait of Margaret Douglas when she was older. Interesting!
