My thought is that certain states, like Wyoming or Idaho for example, simply don't need education subportals because it's unlikely for us to have more than 2-3 projects for them anyway. In those cases, I'm thinking of just linking to their general state portals, maybe in non-bold text.
Would people be amenable to that, or do we feel each state should have an education subportal of its own for uniformity?
