I saw this in a display at the Fort Leavenworth Museum:
"In the wake of Quantrill's burning of Lawrence, Kansas, Union Brigadier General Thomas Ewing, Jr., issued a harsh order, calling for the depopulation of nearly 3,000 square miles of western Missouri. General Orders no. 11, issued on 25 August, 1863, demanded that anyone who could not prove their loyalty to the Union in Jackson, Bates, Cass counties and parts of Vernon County 'are hereby ordered to remove from their present places of residence,' They were given only 15 days to leave. In addition, any hay or grain found on acreage owned by anyone deemed disloyal would be destroyed."
I suspect that James Davis and family, living in the Missouri counties at this time, was affected by the order. This is probably why two of the children, including Eliza, were born in Kansas.

Everyone on both sides of the Pelkey family lived in Western Missouri at one time, so it seems. On the Grandpa Pelkey side, they bailed to Montana just before the civil war caught them. On the other side, more scattered. Something to look into now what, nine months later. Sorry about that.
