(we would be looking for a sister of one of these Plumley men who was married to (James? Roberts) and theoretically had a dau. named Phebe Roberts.
{incidentally: James Roberts, also on page 46, [2,-,1,-,- ] }
WHAT I'M HINTING
Pumley and Roberts were neighbors so Charles Plumley's sister might be James Roberts' wife.

There is an individual with the name Plumley Saxton, Company I, 18th Pennsylvania Cavalry . I am thinking that Alice may be his grandmother & Phebe Saxton may be his mother... Hence the use of the Surname <PLUMLEY> as a given name...
