would it have to be an exact match mtdna T2b3e for it to be a relative on the female side

The question is not whether a person is a relative (we all are), but how closely related are you.

http://www.eupedia.com/europe/Haplogroup_T_mtDNA.shtml says that T2b is very high in frequency in Europe, and T2b3 "found in mostly in western Europe (especially Sardinia), but also in eastern Europe, Azerbaijan and the Maghreb"

Now, you are a subtype of that haplogroup, and let's say that you and the other person both live somewhere like Spain, that would increase the chances that you have a recent common ancestor on your mother's line.

volodya........you seem knowledgeable.......how important when finding a match does the haplogroup T2b have to be with any Mtdna

I *seem* knowledgeable, that doesn't mean that i am. And this time you've actually gone beyond what i can tell you with any degree of confidence. I would be interested in a way to calculate such odds myself, if somebody else can answer this.

I think in both mtDNA and Y DNA the group must be exact if both people have tested the same. That is the problem with non matches in the Y for me.

H1a is also H1 (if they did not test for the a) and H if they did not test for the 1a.
