I never heard that Yitzcok Fisch was a Judeanrichter. But I do know that Yaakov Fisch was a Judeanrichter. Where did your read this?
Where is Zbaltow? Is it a place?

I didn't even know that Yaakov Fisch was a religious judge, I just thought that he was a wealthy kingmaker and an independent scholar.

The person that put מו"ץ next to Yaakov Fisch's name apparently has information that he was a religious judge in a place called Zabolotiv in Eastern Galicia Western Ukraine https://en.wikipedia.org/wiki/Zabolotiv

I'm sorry I may have completely misunderstood your meaning. What exactly is a 'judeanrichter'?

R' Yaakov Fisch signed his name as "Yaakov son of Yitzchok Fisch Judenrichter". The question is if "Judenrichter" meant himself or his father. "Judenrichter" was a title given for community leaders at the time.
