The Findagrave entry for Samuel Scarburgh, Esq. is headlined with a facsimile copy of his will. If you click on and enlarge it you can make out what it says. The language is antiquated and the hand is difficult (to say nothing of it being low-resolution), but it does not appear to mention any wife or any child. The bulk of the bequests go to brother John, nephew Henry (son of John), and sister Mary Stanton (wife of Samuel Stanton of Suffolk, gentleman) and her children. An "old acquaintance" named Nicholas [can't make out the last name] also gets some money, and there are bequests to and mentions of other friends and neighbors.
So much for the theory that William Scarborough the Baconian rebel was a son of Samuel Scarburgh of North Walsham. (Incidentally, either he never left, or he was back home by about 1645 - the will is dated February 1 1645 (old style, which would be 1646 modern).
