How can someone still Inactive Request A Merge?

I see in my Merge Center that several Merges have been "requested" recently - what is weird is that for several when I click on the person who requested the merge - which was within the past week - and then click on Actions on their Profile - one of the Actions available is "Abandoned Tree". [this has been true for more than one person making a merge request]

How are they able to request a merge without logging on to Geni/being active on Geni? OR - if they logged on and/or were Active within the past week, WHY is "Abandoned Tree" still an option under Actions?

Michael - did you bother to notice the date I made my comment??

And did you notice that Bjorn has kindly provided folks with a link from here to where Mike addressed the question in a public discussion, so folks can hopefully easily find what Mike said with regard to the topic?

Yeah GEBU making aunt emerges and she does not understand that she just denies or accepts the merge knowing her she is still in for the private tree because she thinks there is no one in her family but her ass oops
