No, a Pro account is not required ... but it does make it simpler!
The first thing to do is to use an external search (e.g.: Google) to look for an existing Geni profile. Just add "site:geni.com" to your search text to restrict the result to what it finds to Geni.
Assuming the profile *is* found and public, then you need to be a collaborator of one of the co-managers to be able to update the profile -- in the case where some of the fields may be locked on an MP profile, you'll need to have a curator change them.
If it doesn't exist yet, look next for known ancestors of that person on Geni; build a path (add profiles), then, from that ancestor to the profile/family of interest.
If the profile does NOT exist on Geni, then you can start it by creating it as a sibling of one of your public, deceased ancestors, then 'disconnecting' the parents of that newly created profile (via the Relationship tab when Editing the profile). You will then have a disconnected profile to start building on ... and hopefully to soon re-connect back into existing profiles in the World Tree.
FYI: Having a Pro account (among other benefits) removes the restriction of requiring collaboration for public Geni profiles.

If a celebrity tree does not exist on Geni, post something like a Wikipedia article. Then any pro can start a tree for you and "add you as a manager" so you can build from there.
If the celebrity is living, a curator will need to make it MP - part of the reason for the request for a Wiki article! Imdb or other database of "notables" is fine, too.
