i think it is possible again to delete a project. Maybe you should first be certain no colloborators are on the list and maybe it is the 'privilege' of the person who started the project and is first on the list. I don't know the details, but a while ago I could delete a project page for wich i made a 'better one'. Maybe the text should be edited about this aspect.
